Added a reference to dircp(1) on the cp(1)/mv(1).

Perhaps the "detail" in tar(1) should move to cp(1)/mv(1) on the
principal of fewer questions by new users of the form
"how do I copy a directory".

    There is no dircp(1).  I added the reference "dircp in tar(1)" to
    cp(1).  I think the description of dircp is in the right place.
